TSEG1 is the sum of the delay absorption segment and phase adjustment segment 1
TSEG2 is synonymous with phase adjustment segment 2.
One cycle consists of the synchronization segment (1TQ) plus 1 + TSEG1 + TSEG2.
The resynchronization jump width (SJW) does not affect bit rate calculations
(because the phase adjustment segment is adjusted by shifting by the SJW amount).
