It seems this balance calculation formula is correct (according to what I’ve heard).
If you apply the current DEX value, you’ll get the base balance.
The final balance is the base balance plus the weapon balance and skill balance bonuses.
The base balance cap is 50% of DEX 1200.

The "old base balance" simply refers to the base balance before the formula was changed.
When dual-wielding with one hand, the mastery bonus is applied twice (?)
Even with an extremely low one-handed balance, if you’ve raised your mastery, dual-wielding can reach 80%.
Update:
Up to Dex 85, the new balance > the old balance.
So for new players, this is a very slight but welcome adjustment.
However, once Dex exceeds 100, the trend reverses,
and it becomes: Old balance > | insurmountable wall | > New balance.
Old formula: (Dex - 10) / 4
New Formula: 8 × log₂(Dex) - 31.8
