Combat power is calculated with an emphasis on punching power, kicking power, and special moves.
Additionally, since greater speed provides more opportunities to deal damage to opponents, combat power also increases when speed is extremely high. Since special moves are the most important aspect for a hero, they were given greater weight in the calculation.

Since the Decade era, few Riders have data on their special moves,
so the values for relevant special moves are calculated using the following formula:
(Punch Power + Kick Power × 1.2) × (1 + (0.4 ÷ Running Speed)) × (1 + (Jump Power ÷ 75))
so the values for relevant special moves are calculated using the following formula:
(Punch Power + Kick Power × 1.2) × (1 + (0.4 ÷ Running Speed)) × (1 + (Jump Power ÷ 75))

I don’t know how the Scouter in Dragon Ball works, but
for the purposes of this discussion,
・Punching power
・Kicking power
・Running speed
・Jumping power
・Special move power
I’ll use these factors to estimate Kamen Rider’s combat power.
Confirmed Factors
An ordinary middle-aged man in Dragon Ball = Combat Power 5
G3 has 10 times the ability of an ordinary human (official setting)
G3’s Combat Power = 50
